Introducing a change can require you to have an understanding of 3 aspects:

1. Whether it is a good idea, and whether it is possible (for example under legislation)
2. If a trial was to succeed, who would have to deliver the change
3. Where the best place to introduce the change would be.

This requires people to have deep knowledge of legislation, internal politics and local specifics. It's usually very difficult to have all three, and so proposals to introduce change often fail as a result.

BETA Projects therefore split these across three stages:

1. Concept stage (is it a "good idea"?)
2. Scaling stage (even if it's a good idea, can we / how would we roll it out?)
3. Local stage (even if it's a good idea and we know how to roll it out, would it be useful to get local feedback when implementing?)
